A great way to not just desensitize your horse to plastic bags, but to actually make them a positive experience is to bring your horse treats (apples, carrots etc) in one of those really noisy shopping bags. Or you can feed her grain out of one.

Pretty soon, they hear the sound of a plastic bag and come running!

The first issue of course is that handfeeding leads to familiarity. Secondly, feeding a horse out of soft plastic could impede their breathing as well cause choking if the bag were to be ingested.
I would focus on learning to handle obstacles rather than the desensitizing of objects that while the horse may accept in his home enviroment will see as a new object in a different setting.
